okay so obviously its hard to look up what a classified document looks like but i DID look up what the UN's classification levels are and gave it the max one.
POI stands for person of interest and the ID's are truncated forms of robot master serial numbers. the 3 letter ID followed by a dash and 3 digits is here 3 letters and 2 digits. so, like DLN-001 Mega Man would be POI#DLN01.
in case you're not really familiar with mega man serial numbers or just don't want to look them up, SRN09 is Star Ruler Number 009 Neptune, one of the Stardroids. and Stardroids is the [REDACTED] word.
god, the stardroids are so cool. unique boss set, and a lot of tertiary media like the Ariga manga makes them into an aptly huge threat.
writing neptune is weird because i avoid having him refer to himself. just trying to make him feel alien. my version of him is definitely a lot more of a uniform fishman kind of deal, appearance wise.

"[classified combat infonet “SRBN”]" just refers to the stardroid's battlefield comms network. it's censored here likely because its technology is meant to be a secret hoarded by the UN. really, though, the main reason i censored it was just to be sort of cute. the acronym stands for "Star Ruler Battle Network". so, like, a pun on the mega man side series, "battle network".
"[GOI#MAV/WIL/TC]" stands for "Group(s) Of Interest: Mavericks/Wily/Tin Can". Whatever is being censored (up to you!) was in some way referring to tin can. here it's converted into a data entry reference that asserts that it's a maverick group that was associated with wily, which is technically true in a very cuntish way, but "maverick" as a designation didn't exist at the time and tin can's association with wily was not a warfighting relationship until literally the war where everyone was working together.
SRN-001 is terra, the leader of the stardroids. i was his writer. i depicted him as a very driven evil little fucker.
anyway so uh in the fifth mega man game on gameboy, where the stardroids are from, neptune's weapon is kinda lame because its just called the "salt water". as far as gameplay is concerned, its pretty alright. so my personal interpretation was that the name was euphemistic- saltwater is corrosive and neptune is a sea creature, so clearly it's some sort of anomalously corrosive brine that just melts shit down.
the bit about the like weird reality warping erosion bomb is something i invented whole cloth, it's just how i personally envision the stardroids sinking an entire fucking coastline. with our powers combined, shit's gonna get fucked. the redacted energy resource are the energy crystals from mega man 3, which we used as a weird plot device; and sunstar is the final boss of the stardroids' game.
